2) the Regulation respecting the fees payable with respect to the traceability of
excavated contaminated soils, M-11.6, r. 1 (Regulation respecting the fees payable).
The Regulation respecting traceability establishes “Traces Quebec”, a tracking system
that tracks contaminated soil from its original location to its 昀椀nal destination. As of January 1, 2023, all excavated contaminated soil transported o昀昀-site, unless under 200m3,
is required to be registered on Traces Quebec, including contaminated soils transported
outside of Quebec.
Further requirements for the transportation of contaminated soil over 200m3 include:
a quali昀椀ed person must attest to the information of the tracking slip registered on
Traces Quebec;
the receiving site manager must con昀椀rm to the Minister that the soil may be deposited at a receiving site, and;
the carrier of the soil must transmit the geographic position of the soil to the Minister throughout its transportation route, even if it is outside of Quebec.
Lastly, the regulation respecting fees payable establishes the fee per metric tonne of
soil payable for any quantity of contaminated soil that is transported. In 2024, the fee is
set at $2.23.
