The planning documentation had to be prepared quickly so the contractor
could arrange for their excess soil relocation and maintain compliance with
O. Reg. 406/19. This was completed in less than two months thanks to quick
mobilization of the experienced QP, co-operation of the contractor to provide test-pitting services instead of borehole drilling for soil sample collection, and to address issues such as the rural location and lack of contaminants to be managed. The contractor’s risk in bidding the soil management
costs were mitigated by a promise by the County to cover any incremental
costs incurred for unknown soil quality.
