CEC Appoints Canadian Chair
New Federal Environment Minister
The Commission for Environmental Cooperation
(CEC) has appointed Anne-Raphaëlle Audouin, CEO
of the Inuit-owned Nukik Corporation in Nunavut, the
new chair of the CEC’s Joint Public Advisory Committee.
On March 14, 2025, the federal cabinet shu昀툀e led to the appointment of Terry Duguid as the new federal Minister of Environment and Climate Change. Duguid, who was elected to
Parliament in 2015, is widely recognized for his life-long commitment to community building, social progress and environmental protection.
Audouin is a seasoned executive with over 15 years of leadership in the natural resources and energy sectors. Her work centres on advancing signi昀椀cant infrastructure developments in the Kivalliq region, such
as spearheading the adoption of large-scale renewable energy and strategic
oversight of the Kivalliq Hydro-Fibre Link, a multi-billion-dollar initiative.
“I am honored to take on the role of chair of the CEC’s Joint Public Advisory
Committee,” said Audouin. “The opportunity to work alongside such a dedicated group of professionals, advancing initiatives that promote sustainability,
ecosystem protection, and Indigenous community engagement, is something
I deeply value. I look forward to building on the important work of my predecessor and continuing the CEC’s vital e昀昀orts in fostering collaboration across
North America.”

Born and raised in Winnipeg, Duguid has served in leadership positions in
both the public and private sectors. He has been chair of the Manitoba Clean
Environment Commission and executive director for the Manitoba Climate
Change Task Force. He holds an Honours B.Sc. in Biology from Carleton University and a Master of Environmental Design (Environmental Science) from
the University of Calgary.
